Part 1 : International Surface Rates and Fees




There were no rate changes for international surface mail in the 1945 to 1949 period. Preferential rates for letters had been in effect since April 1, 1943. Other rates and fees had been introduced prior to 1943.

1. Letter

a) Preferred letter rate

A reduced international letter rate was available for mail to the following destinations:

Great Britain and places within the Empire, Republic of Ireland, France, Spain , United States and all other countries in North and South America.

The rate was 4 cents for the first ounce and 2 cents for each additional ounce.

b) U.P.U. Letter

The U.P.U. letter rate was 5 cents for the first ounce and 3 cents for each additional ounce.

Shortpaid

The Canadian post office charged double the deficiency and converted the amount in cents to the UPU notional currency of gold centimes, marling the envelope with a "T" and the amount due in centimes.

Until 1947, 1 cent was equal to 5 gold centimes. Between February 26, 1947, and September 3, 1947, the value of the cent in relation to the gold centimes was changed to 1 cent = 3 centimes.
