This was an overpaid surface letter ( 5 cent rate)
The 7 cent stamp was not an air mail stamp. Since there was no air mail sticker or manuscript notation requesting air mail service, this was simply an overpaid surface letter.
2. Post Cards
a) Surface
The surface post card rate was 4 cents.

This card could have been sent at the printed matter rate. It was wisely mailed at the first class post card rate. The Canadian or U.S. post offices might have been fooled by the printed cursive message and have taxed the card. The addressee would not have appreciated paying a tax for advertising.
