When the Centennial stamps were issued on February 8 1967, there were two categories of domestic first class letters : local and forward (out-of-town). On November 1, 1968, the local rate was abolished and a single domestic letter rate to all domestic destinations came into effect.
A. Forward and Local Letter Period : To October 31, 1968
The
forward (out-of-town) letter rate was 5 cents for the first ounce and
three cents for each additional ounce. The local rate was 4 cents for
the first ounce and two cents for each additional ounce.

Local Letters Redirected to Forward Destinations
Redirected letters were not liable to any additional postage provided the change in address did not require the letter to be sent to any place where the postage rate was higher. If the change required a higher rate, additional postage had to be prepaid or postage due charges collected on delivery. Only the single deficiency was to be rated.
Since the forward letter rate was 5 cents, a local letter redirected to a forward destination was rated 1 cent (the difference between the forward and local letter rates).
