A 15 cents uniform "all-up" letter rate for the first ounce to all international destinations (except the United States) was introduced on July 1, 1971.

Prior to July 1, 1971, international letters and post cards could be sent by surface mail or by air mail. On July 1, 1971, the surface rates were abolished and a uniform "all-up" letter rate of 15 cents for the first ounce to all international destinations, except to the United States, was introduced.
On September 1, 1976, the international letter rate was increased from 15 cents to 20 cents for the first ounce. The post card rate which had been 10 cents was abolished. The post card rate was the same as the letter rate.
